内陆精细化工产业园区建设模式与实现路径分析

Analysis of the Construction Model and Implementation Path for Inland Fine Chemical Industrial Parks

摘要

在产业升级与安全环保约束持续强化的背景下，内陆精细化工产业园区正由粗放扩张转向集约提升，建设逻辑也由单一项目集聚转向产业链、创新链与要素链协同重构。文章立足内陆地区园区发展实际，结合不同类型园区案例，分析其在空间支撑、产业升级和要素配套方面的现实压力，提出构建基础化工支撑产业协同发展、资源副产物与终端制造场景协同两类建设模式，并从技术升级、产业链延伸、创新运营三个维度提出实现路径，旨在为同类园区高质量建设提供实践参考。

Abstract

Against the backdrop of ongoing industrial upgrading and increasingly stringent safety and environmental regulations, inland fine chemical industrial parks are transitioning from extensive expansion to intensive enhancement. The development strategy has shifted from aggregating individual projects to synergistically restructuring industrial chains, innovation chains, and factor chains. Grounded in the actual development realities of inland parks and supported by case studies of various park types, this article analyzes the practical challenges they face in spatial support, industrial upgrading, and resource integration. It proposes two construction models: one fostering coordinated development among basic chemical supporting industries, and another promoting synergy between resource by-products and end-product manufacturing scenarios. Implementation pathways are outlined across three dimensions-technological advancement, industrial chain extension, and innovative operations-to provide actionable references for high-quality development of similar parks.
