Systematic Construction of the Ideological and Political Education Integration Pathway in “Medical Insurance” Course Driven by the ASSURE Mode
作为医学与管理学的交叉学科,卫生管理学科目前面临思政元素融入不足、课程体系碎片化的结构性矛盾,难以适应新时代“健康中国”规划对复合型卫生管理的需求。基于习近平新时代中国特色社会主义思想价值体系的完整性与系统性,以“医疗保险学”课程为例,围绕“公正”核心理念,构建了思政要素与卫生管理知识的融合架构:通过解构医疗保险制度设计(第二章)、医保筹资支付(第六章)与费用偿付(第九章)三个环节,形成“宏观—中观—微观”递进式教学体系,逐步揭示制度背后“公正”的价值逻辑。在此基础上,根据ASSURE教学模型的六个步骤规划结构化实施方案,推动思政元素从零散嵌入转向深度内化。为未来深化医保政策动态响应机制和探索“课堂模拟+实践调研”双线并进策略的医学课程思政建设,提供可参考借鉴的创新路径。
As an interdisciplinary field integrating medicine and management, health management currently faces structural contradictions including inadequate incorporation of ideological-political elements and a fragmented curriculum system, which fails to meet the demand for interdisciplinary health management talents under the new-era “Healthy China” strategy. Based on the comprehensive and systematic value framework of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, this study takes Medical Insurance as an illustrative case to establish an integrated framework merging ideological-political elements with health management knowledge, centered on the core value of “fairness and justice”. By deconstructing three critical components, including medical insurance system design (Chapter 2), financing and payment mechanisms (Chapter 6), and cost reimbursement methods (Chapter 9), a progressive pedagogical structure spanning macro-meso-micro levels, systematically revealing the value logic of “fairness and justice” embedded within institutional arrangements is developed. Building upon this foundation, a structured implementation plan is formulated following the six-step ASSURE instructional model, facilitating the transformation of ideological-political elements from fragmented insertion to profound internalization. This study provides innovative pathways for reference in deepening the dynamic response mechanism of healthcare policies for the future and exploring the ideological and political construction of medical curricula through the dual-track strategy of “classroom simulation+practical research”.
